Qatar's Q2 2026 Numbers Show Foreign Company Formation Accelerating 

Qatar's Ministry of Commerce and Industry (MoCI) reported QR248.44 billion ($68.25 billion) in cumulative industrial investment by the second quarter of 2026, alongside increases in business registrations, foreign company formation, and private-sector exports. Among these figures, the growth rate for non-Qatari company registrations was notably higher than for registrations overall. 

Foreign company registrations 

Qatar recorded 6,745 new commercial registrations in Q2 2026, up 6.6% from Q1. Of these, 5,272 were non-Qatari companies, up 60% compared with Q1. The registration growth rate for foreign companies was therefore higher than the overall registration growth rate for the quarter. 

Approval times and digital services 

The time required to obtain initial approval for an industrial project was reduced to one working day, according to the Ministry. Qatar's Single Window platform processed 131,269 transactions in Q2, up 4% from Q1, with 86% of these completed electronically.

The index scores cities across five domains: outcomes, strategy, adoption, ways of working, and enablers. Dubai's strength in adoption points to something concrete — a functioning ecosystem of e-government platforms, business-facing digital portals, and AI-enabled public services already in use, not still in planning. The report notes that Dubai rolls out more smart city use cases than most cities in the study. In practice, that can mean faster company registration, licensing, and regulatory interactions than in markets where government digital infrastructure is less developed. 

Manufacturing and exports 

Eleven new factories began production in Q2, bringing the first-half 2026 total to 28, with combined investment of QR253 million ($69.51 million). The share of factories exporting their output rose from 23% to 25% quarter-on-quarter. Private-sector exports increased 12.5%, from QR800 million to QR900 million, over the same period. 

Intellectual property registrations 

Trademark, patent, and copyright registrations rose 88.4% quarter-on-quarter, with 1,454 trademarks, 130 patents, and 81 copyrights registered in Q2. 

Summary 

The Q2 2026 figures show increases across several areas relevant to foreign investors: company registration, industrial approval times, digital government processing, manufacturing output, exports, and intellectual property registrations. The Ministry linked these results to Qatar National Vision 2030's stated goal of making the country more attractive to businesses and investors. As with any single quarter of data, these figures reflect one reporting period and may not indicate a sustained long-term trend.
